POSITION TITLE: Regional Counsel -Houston, TX
DEPARTMENT: Chief Disciplinary Counsel
GENERAL DESCRIPTION:
Manages the regional office of the Chief Disciplinary Counsel,
which services an assigned geographic region of the state.
Functions in an upper-level management position directing personnel
in all phases of the grievance system in the region, ensuring
adherence to the department and organization's policies, goals, and
objectives. Responsible for oversight and implementation of the
budget for the grievance system for the assigned geographic area.
Responds to questions from other State Bar departments, the State
Bar's membership, and the public.
PRIMARY FUNCTIONS:
Manages all aspects of the State Bar of Texas' attorney discipline
system administered by the Regional office of Chief Disciplinary
Counsel.
Manages all grievance and litigation personnel, and resolves human
resources, administrative, and organization issues in the Regional
office of Chief Disciplinary Counsel.
Oversees and implements the budget for the Regional office of Chief
Disciplinary Counsel.
Represents the Commission for Lawyer Discipline in evidentiary
hearings, state district and federal court proceedings.
Evaluates and negotiates settlements for recommendation to the
Commission for Lawyer Discipline in both evidentiary and district
court proceedings. Prepares concise memoranda and reports on all
case recommendations in the region for presentation to the
Commission.
Attends meetings as necessary in performance of the functions of
the position.
Responds to requests for disciplinary information from other
departments of the State Bar or from outside sources as
directed.
Makes presentations to the legal profession at seminars, local bar
association meetings, and other legal forums.
Performs special projects assigned by the Chief Disciplinary
Counsel.
POSITION REQUIREMENTS:
J.D. required. Must have a Texas law license. Minimum of five years
of administrative, upper-level, management experience and five
years of first-chair trial experience required. Requires knowledge
of litigation and appellate practice (state and federal), Texas
Rules of Professional Conduct, Texas Rules of Disciplinary
Procedure, Texas Rules of Civil Procedure and Texas Rules of
Evidence. Must possess excellent research, writing, and analysis
skills. Demonstrated ability to communicate effectively, exercising
tact and diplomacy. Ability to plan, assign, supervise and evaluate
the performance of employees, and assure that deadlines are met.
Occasional travel required. Position also requires technological
competency, including experience using Microsoft Word, Adobe, Zoom,
Microsoft Teams, Microsoft Outlook, etc.
This position is eligible for a hybrid work schedule of remote work
and in office at the discretion of employer.
